Preamble

Our Country :-
My dear mother land, INDIA is one of the ancient country in the world. It is an agricultural country. Most of the people are farmer here, From the early British age to the present , the history of our country is only the story of struggled life of the poor farmers. These people have a glorious democratic, ancestral culture.

Our Independence — in true fact:-
We got freedom from British bondage on 1947, but in true sense we have not got the freedom yet, The feudalism has still remain here, We , the rural medical practitioners are deprived from our justified democratic rights. Like economical , educational & Health sector totally.

A) In The Country According to the census of 2011 A.C. Indian population is 121,05,69,573 in number, in which 68.2% live in 6,38,588 village and 27% of total population in our country is Still remain as illiterate here. The Infant mortality rate is 47 per thousand of total population where as the maternal mortality rate is 174 per lakh (information based in the year 2015). The earning of 76% of total population is only Rs 20per day. Only 20% people can facilitate with modern health system latest by. In every year 2 -3 core people step down below the poverty line for buying the upgraded health facilities. Lack of proper govt. Plan is the only cause for the destruction of Health system of our country which can be find in the cities also.

Our power: We the rural practitioners practice with Govt. Order. We make friendship with them and we thik it our main power, and manpower also. "We have to give an opportunity to come under government law regarding this matter " – We have to present this demand associatively before the Government .

Who we are : We, who are rural practitioner (Here we so not mean the registered doctor) have come basically from peasant family or from ordinary family . The number of those practitioners like us came from rich families are very rare. Generally , most of us have to engaged with agricultural work Directly or or indirectly . We have chosen this profession (medical practice) for our livelihood. In our non-registered doctor. At that time we worked as a free servant. For this we accuse upon our Socio – Economic status. In case of Medical science, Our knowledge remain quite within a limit, Amongst the member the status of their educational qualifications : Madhyamik (Class–X Board exam) passed –38%, Higher Secondary (class10+2 System) passed–31.8%, Graduate 24.7%, Post Graduate–2.5%, Below Madhyamik-3%.

Our Work : We, the rural practitioners are the important cadar , give healthcare facilities in rural areas, We do these works by fighting against government´s rage and storm. In Indian it is an ultimate reality in rural areas. The statistical graph of Health care system in India reveals that –27.3% people of our country as well as 31.8% people of our state take help from the unregistered doctors during delivery of new born while 47.1% people in indian as well as 24.6% of our state seek help for those unregistered doctors in critical situations. Our Culture : The food which sorts our hunger , the food which gives us necessary nutrients for our brain. For which we can gather power to think on, those foods produced by the peasants only. The Shed which keeps us safe and secure against Storms an d thunder-showers, made by the labour class people of our country .The precious wealth, which they make for us with their strenuous and hard labour; one part of those need for our medical purposes . we the unregistered practitioners give treatments to them, which is illegal in the eyes of our honorable Government. We the unregistered doctors not only treats for those (Govt.) Health care under privileged fellows ; but also we share their every days sufferings and sorrows with us. In this situation our questions stands here that, if our work do not goes in favour of the general public; then How it can be gone in favour of those neglected peoples who can hardly gets the Health care facilities from those registered holiday for them? The Government physicians , who works in rural belt. Or those culture are definitely differs with us. In case of the rural unregistered doctors, their social situations and cultures are more close to the public ; So we are very much touchy with them.

Government Act: By The Government Act. Patient care giving by us is unlawful. In case of registered doctors they no limitations of unlayful works. They own self break up the Laws made by the Government. Very recently The delhi high court and The Supreme Court gave order to remove The president of MCI (Medical Council of India) Dr. Ketan Desai. The verdict said , " If the corrupted person like hm sells the Medical facilities! " Generally Medical Council doing corruption in two ways..") by san ctioning the medical colleges unlawfully..) by given permission of admission for the new students more than the original seats reserved for them. (source : Ananadabazar Pratrika, 1st December 2001). These are the greates to fall corruptions. We already have came to know that amongst the registered doctors, 90% of them prescribed for unnecessary , banned and irrational drugs, Our Government give permission for more or less sixty to Eighty thousands unnesessary. Irrational drugs with the help of a group of registered Doctors.

Present Health System: Now a days our Socio –Economic status has presented the Health system as a commodity towards the public, so the relationship in between Physician and patient became like the relationship in between sellers and buyers. The Consumer Protection Act (CPA) 1986 has Separated the vell from the body of so called health care treatment (commodity). Known as Health service, Inidan rulers enacted the CPA with the help of Supreme Court in the field of Health care treatment . Our Society evaluates our life with financially. The man tot man relation established here up on the cash price also. Like other properties, the physicians of our socity also consider their knowledge as his /her personal property . Only this reason we can find the Egoism, Isolationism and the Competition to capture the market amongst the physicians. The limitless privatization of Health services and the inclusion of health care services into CPA will help to increase the rate of antipublic activities among the physicians . It will reflect upon our works also. The confilict in between registered on non- registered doctors will grow up for this. The increase in grate of privatization in health market will make the health commodities more costly than before and the Health market will get contract. So much people will compel to face the death without any treatment. Registered doctors will organized to setup their powers and leadership in the Health market. The registered doctors with government, will go against the non-registered doctors to prevent the capturing of Health market. The Government will take the upper hand to the non-registered doctors more vibrantly . We will have to raise our voice against it. Hope , we will stay as organized regarding this matter.

Limitations of our work: As we are not fully satisfied with the Health care quality , the patients are also not satisfied with it. We often hear such the words from the patients, `` How much better will treat these Quacks! The public left the matter here. The patients for get that the responsibilities to provide the Health care facilities is not on to the Rural unregistered doctors only, the public , the government doctors, the Hospitals, The Drug companies all of those , are correlated here . There is no any arrangement to make us (unregistered doctors) more educated. If our Government take the full responsibilities regarding this matter , Many health related contact will come to an and. For the time being we will try to solve the problem by reading Health Magazines, Continuing our Mobile school and by consulting with our seniors etc.
